We held our third Annual General Meeting last month.
South Downs Social once again made us very welcome. Many thanks to Neil and the team. We hope that the evening was informative and enjoyable. We completed the formal agenda quickly and effectively, and then engaged in an interesting discussion led by Andy Key, on the state of infrastructure schemes, and on our visibility/ outreach activities, led by Emma Street.

The formal agenda
Chair’s report: John Arthur presented a summary of his annual report for 2024, which can be read in full on the Cycle Winchester website here.
Treasurer’s report: Our Treasurer, Mike Caldwell, presented a financial statement for the year-ending 31st December 2024, which can be found on the Cycle Winchester website here.
The financial statement was approved by the meeting with no objections.
Elections: The post of secretary has been vacant since the last AGM. AF indicated that she would be willing to stand for election to this post.
AF was nominated by ES, seconded by KL, and unanimously elected as secretary.
Motions from members: There were no motions tabled by members.

Informal items
Update on infrastructure schemes: AK provided an overview of the state of play of the various cycling infrastructure schemes underway in Winchester. It is clear that AK and SC’s longstanding commitment to representing cyclists and promoting the urgent need for better active travel infrastructure in Winchester is bearing fruit through the implementation of the Worthy Road and Romsey Road improvements. AK also reported good cooperation with Highways England on the M3 Junction 9 improvements. However, progress on other schemes remains frustratingly slow or in some cases is non-existent. The District and City LCWIPs have been a particularly disappointing and disheartening process for CW and other volunteer stakeholders. Considerable amounts of time have been invested in contributing at all stages of the District LCWIP process, only for Hampshire County Council to ignore nearly all the input provided. CW continues to question Hampshire County Council’s commitment to creating a safe active travel environment in the District. (The presentation ‘story map’ can be seen at https://arcg.is/1reH8T0 )
Visibility/outreach: ES presented the very successful “How to Draw a Bicycle” exhibition; a collaborative project between Cycle Winchester and the Winchester School of Art, which took place last summer. She presented the imagery produced as part of the project and invited members to think of ideas for ways in which these could be used in the future to promote a positive image of cycling.
